:01. young child in oakland remains in critical condition after being hit by a car. it happened at 28th avenue and foothill boulevard about 5:30. police say it was not a hit and run. investigators want to know if the young boy ran out into traffic or if he was in the crosswalk. >>> new information this morning on boeing's troubled 787 dream liner. japanese investigator says excess voltage may be causing battery issues. the federal aviation administration grounded all of boeing 787 until they can prove the batteries are safe. that is after a dream liner had to make an emergency landing in japan after a battery light came on. and a battery fire was reported on another 787 in boston. >>> we are following developing news in an ongoing situation in algeria. where they took dozens of foreigners hostage including some americans. there is word this morning the algerian military has launched another raid on the complex to try to free the remaining hostages. it's believed as many as 35 people were killed in a raid by algerian troops yesterday. coming up at 5:15 why algeria says it could not warn

. ktvu tara moriarty is at the scene of police activity. it's happening in oakland. what is going on out there? >> reporter: we're not going to say exactly where we are. this operation is still under way. oakland police are doing a raid on this block you see behind me. there are emergency personnel out here. this is one of many raids going on this morning. we are told this operation one of the riskiest. these are alleged gang members and that weapons, drugs that sort of thing is being confiscated right now. the helicopter has been above us since before 5:00 this morning. that is when swat teams moved in and told the people inside of this home to get out. neighbors did report hearing a loud boom. we are not sure if that is a door being kicked in or flash grenades were being used. there is a tactical unit at the top of the street along with an ambulance. oakland police remaining tight lipped who these people are. once the raid is over and the evidence has been seized we'll be learning more about this operation. this is one of the biggest raids happening in the city of oakland. live from oa
. we are down the street from the oakland zoo because that is where this alligator is, his name is mr. teeth. we want to tell you what we know about him. the 36-year-old man bought the alligator to commemorate the memory of two pock. they found the gator in this home and they had just moved in recently and they had several  dogs including a pitt bull. >> even when we went into the backyard we would carry a bat with us. >> because he were concerned about their dogs? >> yes. >> well, they also didn't expect this, 34 pounds of processed marijuana with an estimated value of $100,000 they were there for a check of his home for his parole. and he was arrested officially at 31 2:00 a.m. right now he is only facing drug possession and sale charges. he does list his occupation as a cashier although we are not sure where he worked. bail is set at $160,000. as far as mr. teeth, we do not know ex-boyfriend act condition. and at the oakland zoo we will get more on his condition and we will bring that to you on the morning news. claudine wong ktvu channel 2 morning news. >>> federal investigators

problems here and no problems to oakland. also the san mateo bridge is off to a good start. let's go back to the desk. >>> topping the news an 8-year- old girl is the latest incident victim of the growing street violence. alex savage tells us the police chief will discuss the city's crime problems in a news conference and we will check in with all leg right now. alex? >> reporter: yes, the chief will be talking about several disturbing crimes here recently including the shooting that left an 8-year-old girl wounded and her family very scared. thankfully the girl will make a full recovery. she suffered a gunshot wound to the leg. the girl was playing outside a relative's house when the gunman opened fire. she was the only innocent victim and it happened right near 65th avenue. police at this point are not saying who the intended target was and they don't have a solid description on the shooters who drove away in the car. we were able to speak with the girl's grandmother who didn't want to show us her face. >> this don't make any sense, you shot an innocent child playing by herself and you

good north and southbound. especially if you are driving through downtown oakland. 5:00 let's go back to the desk. >>> we begin in the south bay where police are investigating the third homicide of the year there. it's the second in consecutive days. ktvu reporter janine de la vega is in san jose where investigators don't have much to go on. janine. >> reporter: brian, we're here on the east side in a neighborhood just off of monterey highway. this is a mix of homes, apartment complexes, and a church there you see there on the corner. this is where the attack happened. we spoke with a man who works at that church said knowing this happened he didn't get much sleep last night. they received a 911 call at 8:30 last night there had been a stabbing at south side drive and hope street. when they arrived officers found a latino male in his late 30s or early 40s suffering from stab wounds. after speaking with witnesses the victim had been approached by 4-5 young men between the ages of 18-20 years old. there was some sort of scuffle between them. the victim was stabbed several times in his u
in november chp agreed to help oakland patrol high crime areas free of charge but that deal is about to expire today. the city and highway patrol are trying to work out a plan to pay for that extra help. >>> it has now been 24 years since an east bay girl vanished from walking from middle school to ice skating practice. last night family member attended a search. they traced the route she took the day she disappeared. many parents took part in this somber event. dublin police say they get tips every year after this candle light march and vigil, however there are still no strong leads. >>> san francisco is pro riding information. and on tuesday they searched a home which is near the bus stop where kevin collins was last seen in 1984. the home was targeted because the person who lives there was a suspect. a state lab is testing bones found out the home but now they are believed to be from an animal. >>> a sheriff's deputy was died following a motorcycle crash in pearling ham -- bellingham -- bellingham. the woman driving the car was reportedly not hurt or arrested and the investigation continues
in bay point looks good. the morning commute moving along well in oakland. 5, let's go back to the desk. >>> happening right now, a lot of cleaning up needs to be done after a hit-and-run crash in san francisco just hours ago. ktvu's claudine wong is there in san francisco with the latest on where a driver crashed into a caltran parking lot so what happened. >> reporter: the search is on the for the driver. father-in-law started as a traffic -- apparently it started as a traffic stop or attempted traffic stop and you can see the mess left behind. that power pole hanging there and you can see a pg&e crew just arriving. they are telling us these repairs could take a while and power is out. look at this, though, if we pan over, you can see when this car came crashing r went through a fence and ended up hitting this vehicle that's in the employee parking lot. the car that was involved in this has been towed away at this point but we want to show you video from earlier this morning when it was still here, and you can see the damage to it. chp says it started at 1:15 in the morning. the drive
live from oakland with the details affected by these new laws, allie? >> reporter: first off, we will tell you about one of those new laws which crackdown on people who steel and sell copper wiring and other medals with public utility poles and it has been a big problem since the recession hit but what this law would do it quadruple the penalty for junk shop owners who buy this metal to $1,000 in penalties. driverless vehicles are a tech giant which will allow cars to be tested on highways as long as it is done in the case of a real human being and you could start seeing that in the coming year. and two new rules, one would prevent employers for using passwords for job application and in order to keep their job so employers would not be able to get access to employees' facebook accounts. the second would prohibit them from acquiring access to students accounts. all in all, 870 students are coming up with more rules and we will tell you about another new law coming up to protect student loan applications. >>> san francisco's minimum wage just went up. the minimum wage is $10.55 in
